Most ISPs have a much slower upload speed than capable of being handled by your own network. The speeds you mention are typical of what I see at home versus what I see when using WiFi or wired away from home.

I would obviously like this number to be as high as possible. When my laptop is on the network with the slingbox, it is much higher. When I go back to my dorm in Boston, it goes way down to about 300-350. What determines what that number is? It is connected through all 3 ways (S wire, cable, and yellow/red/white) --- Does the type of slingbox matter? Are there any tips that have worked for people for getting a better connection. Is this number above/below/at the average KBPS. Also, I am moving to Korea in about 6 months. Should I expect the connection to go down? Help!

That 300-350 is your upload speed where the SlingBox is. Remote speed is dependent on that..
Slinging Tivo HD from a Pro HD, Tivo Series 2 with cable and DirecTV from a Pro, Tivo HD from a Solo, Humax DRT800 from a Classic to Sprint Mogul, Dell Inspiron 8600 with Sprint EVDO, and a SlingCatcher over Windstream DSL.
