Well, as I always ask people:

What is your uplink speed at home. Run a speedtest if you don't know it. Your uplink speed must be higher than 250kbps for good results and the higher the better.

Second, the usability of your Verizon Express Card will also depend 100% on the signal strength of the area you are in and if you have EVDO coverage as opposed to solely 1xRTT coverage.

I'm using an Express Card on Sprint right now and am streaming at over 600 kbps as I type (I'm bored at a sales meeting!).
