No you don't need a static IP address for use remotely. But I recommend you have one setup on your LAN. Do you have the ability to do that on your router?
If you like the Sling Community and have a Sansa player then check out the Sansa Community!
Do I need a static IP address to use this? Sling box people tell me that I do. After it freezes it says it is note pluged in!

I don't know much about this, but sling box took control of my computer and set it up. I am not sure how to answer you question. If I look at my router I know which jack it is plugged into.
