I had the exact same problem and here was MY solution but you should read the entire string I am linking to this message.

2. For me, ROUTER was definately the problem. Once I changed the port from 5001 to 441 and Create a new rule for both TCP and UDP. My problems were OVER. This was with a FIOS ActionTech Rounter from verison.

3. I am always talking about REMOTE viewing, not at home. Never had an issure with home network viewing as I get 6-7000 KBPS at home. But REMOTE viewing now that my router is fixed, I get an average of 400-1200KPBS depending on the broadband offered to me. Ususally the broadband is 1.5/1/5 Up/Down when I messure it with speakeasy speed test.
