I want to use the slingbox to send the picture to a 40" TV from a 2mbps box (the down on the TV side is not a factor, have plenty of down).  My question is, how close to actualy signal of 30fps and 640x480 am I going to get?  Is it worthwhile?  To do this I'm spending 15 bucks a month more for the internet and no spending another 40...so it's saving 25 bucks a month.  This will be my primary TV as well so quality is important.  I've seen a stream at 375kbps and it would be very poor on a 40".

 I searched around and wasn't able to find any video samples or opinions at this speed....

The picture quality will be nowhere near as good as your regular picture you get. If you watch a lot of TV I think you'd be disapointed in the video quality. What do you plan to mostly watch? If it's sports it will be ok, but you won't get "Full action" that you would get from cable or satellite.

Just a few regular shows, not a ton of sports. Most of my friends get HD so when I watch sports it's not at my place.
With 2 up can I watch 640x480 at 30fps? Or do I need to drop it to 20fps? After messing around some more with the 375kbps connection at 320x240 and then a little at 640x480 I think I'd be happy with the 640 as long as it comes in solid...obviously at 640x480 on that connection it would cut in and out, but it looked decent.
