If you use the automatic settings it is designed to be conservative. You will need to enter manual settings to get the max.

I have comcast cable internet. I am suppose to be getting 16mb down and 2mb up. When i do a speedtest, it will show 20mb down and 2.8mb up. When i try to view my laptop remotely, i only get about 950kbs. It will start streaming up to 2mb for the first minute or two, then it will slow down to 950kbs and stay there. Even though i am streaming at a remote location that has 16mb down. Why does the streaming speed slow down after a minute to 950kbs?
Comcast also has "blast" which can give you real high upload/download but after two minutes you could see your speeds settle down more to where they're normally at. Although if you're at 950 I'd say that is low, you might also want to see if your router has QoS built in and you can use that. One other thing is if your network is being used by other bandwidth "hogs" i.e. games, P2P, VoIp, etc.

That would be the blast mode. It gives you a quick boost of speed in the beginning of any transfer.
With your Tomato Firware I think you're stuck. Unless that firmware builds in QoS. You could look for Hawking Broadband Booster online, although they've become harder to find now. That would do QoS for you. Some people say it works others don't seem to think so.

Tomato firmware allows setting QoS in quite a sophisticated way but that's not your issue.
Comcast only offers 2 Mb/sec up to their top tier business customers in most locations. You get the 2.8 Mb/sec blast because of Powerboost. The first 15 Mb/sec or so get that extra speed. Helps when doing things in bursts, sucks when streaming.
